Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are waged: optimistic declarations are delivered from various governments. Immense energy is devoted on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from across the border, a capacity enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, probably supplied through Western nations. Every launch shakes the surroundings, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: maybe the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.
Continuous Dangers
Not long after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.
With pauses, this persisted until dawn. Kyiv faced the early updates: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on international aid – a dependence that regional partners are demonstrably unable to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new initiative from American administration unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, endure.
Tactical Assessments
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington operates on a premise understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unfeasible to compel Moscow to relinquish the land that it already controls in Ukraine's south or east.
The challenge is that while recognising this factual reality, American administration does minimal to discourage Russia, through diplomacy or military means, from assuming that the situation will not shift further in its advantage in the near future.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its advantage.
Existing Situation
Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their task will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all did their job.
While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
